SYNOPSIS: While South Africa is a water scarce country, it’s the deteriorating state of the country’s governance that BLOCK 5 paints. One village's struggle for water paints a picture of the beginning of a failing state. 22 years into South Africa’s democracy, the village has no water in the backdrop of dormant pipes, dry boreholes and broken tanks scattered around the village. The community has been collecting money since 1994 to solve the water crisis but the funds disappear. Unable to find solution, the villagers turn to a traditional healer for help. They collect more money, but that too disappears.
